Under the Construction Design and Management Regulations 2007, clients, designers and contractors are under a legal obligation to appoint competent persons, including suitable health & safety systems and first hand access to health & safety advice and guidance. Clients commissioning a construction project must appoint a CDM Co-ordinator at the outset (and before the beginning of design development) to oversee and co-ordinate health and safety consideration within their project. 'Construction work' includes the construction, alteration, conversion, fitting out, commissioning, renovation, repair, upkeep, redecoration or other maintenance, decommissioning, demolition or dismantling of a structure.
